Do I need to spend 1 Power for moving from or into a Map Card with an aggressive red Goblin?
No
You only need to spend 1 Power for each Map Card with an aggressive Goblin (red) you move THROUGH. You don't move through your start or destination Map Cards, therefore they don't cost you Power.
