Retreating workers
You only lose popularity for forcing an opponent’s worker to retreat on your turn. That is, if you are attacked by a mech with workers on it and you win the combat, you do not lose 1 popularity for forcing each of those workers to retreat. On your turn, you may force opponent workers to retreat even if you don’t have enough popularity.
