Divide the Incident Cards by type: Normal, Starting and Kabuki.

Place the Kabuki Incident Cards to the side. Those might come into play via an Enemy effect.

Place all Starting Incident Cards onto the board to their respective locations - Meguro, Komagome, Yuralucho, Tsukishima, Sugamo and Otsuka.

Shuffle the remaining Incident Cards and place them to the Incident Deck space on the bottom right corner of the board.

Reveal 2 Incident Cards to the left of the deck in a 2 player game.

Reveal 3 Incident Cards to the left of the deck in a 3-4 player game.
