Preparing Enemy Deck
To prepare the Enemy Deck, first shuffle all black border Supervillain Cards and place them in a face-down pile on the top-left corner of the board.
Then, shuffle all white border Villain Cards and place them on top of the Supervillain Cards.
This forms the Enemy Deck.
