There are two types of Ability Cards - Actions and Passive Abilities.

Actions have a cost to activate them and allow a particular Hero to perform it.

Some actions are limited to being used once per turn and can't be used multiple times, even with a successive action.

A Passive Ability is active all the time.

A Passive Ability with a lightning bolt can be activated during other player turns as well.
