Guard Phase (DAWN ESCAPE)
1. Move Patrolling Guards.
2. Add a new Guard to the board for each Ninja standing on a road tile or not in cover.
3. Rotate Movement Cards/Interchange Decks.
4. Pass the First Player Token to the next player clockwise.
5. Continue with next Movement Phase.
