3rd Step (sort Mercenary cards)
Separate the Mercenary cards of the four
available Factions into 4 stacks according
to their levels (1, 2, 3, and 4). Then, shuffle each
stack separately and place them as four face-down
stacks to the right of the Mercenary Docks.
