Some scenarios, AI faction abilities, and rules require players to calculate THREAT.
Threat always pertains to regions, and each region has a threat value that can change throughout the scenario.
A region’s threat is calculated by adding 1 to the value for every human faction basic troop in the region, as well as 3 to the value for every human faction elite troop in the region.
A region’s threat is cumulative across human factions. That is, a given region’s threat is the sum generated by all human faction troops there.
If no human faction troops are present in a region, its threat is zero.
AI faction instructions often target the region with the greatest threat, either across the map, among regions it occupies, or adjacent to regions it occupies. When there are ties and a tie-breaker isn’t specified, the tie is always settled via lowest region number (the region # shown on the region map).
