No.
Only the King can be placed to France or Portugal (See Rule: Exile).

What if I don't have enough Caballeros to place?
The Action cards states the MAXIMUM amount of Caballeros you can place. You are allowed to place fewer, or even none.

Do I have to place as many Caballeros as stated on the action card?
No.
You are allowed to place fewer Caballeros than stated on the Action Card, even if you have them available.

Can I split actions?
Can I take Caballeros from a Region instead of Province?
You can take Caballeros from a Region ONLY if there are no more Caballeros available in the Province.
