Is there a limit on how many times a Villager can be Activated?
Yes
Each Villager card comes into play with a number of Supply tokens, equal to their Supply value. Each time a Villager is Activated, 1 Supply is removed from them. Once Villagers don't have any Supply tokens remaining on them, they can't be Activated anymore.
