You get to draw 2 cards and keep 1, unless this phase was chosen by you. In that case you would draw 5 cards and keep 2.

What is the use of terraform rating (TR)?
Income and VP
Players get mega credits equal to their TR (+ mega credit production) during the production phase. TR is converted to victory points (VP) at the end of the game.
