Which region tile is removed at the end of the round, the blockade or region of unrest?
Region of Unrest
The tile marking the region of unrest is removed from the game at the end of the round and the blockade tile is moved to the unrest space. As a result, you can always plan for the region of unrest in the upcoming round.

Do I use the opposing faction's unit tokens in Solitaire (solo) play?
No
Instead of using the other faction's unit tokens, the solitaire engine uses a set of opposing unit tokens, the strengths of which (x) are indicated by the difficulty level chosen.

How many units can I recruit with one command card?
1 and sometimes more
If your recruitment value is more than one, you may split your recruitment between one or more units, as long as the total doesn't exceed your recruitment value.

What if I don't have enough units to recruit my full recruitment value?
Nothing
If you don't have enough units in your reserve, you simply recruit as many as you can. Any additional recruitment value is lost.

You should take your regular action first and then take your bonus action.

How do your resolve a tie when determining strength?
Varied
The first tie breaker when determining strength in a region is the total number of tokens. If the number of tokens is tied, the advantage goes to the player with the will of the people.

Can a player's unaccompanied neutral token control a region?
No
Even if a player has the will of the people, a lone neutral token in a region must have at least one of a player's tokens accompanying it to be counted toward the total strength in a region.

Do I reveal my opponent's secret objective (Espionage) before or after I place my leader token?
Before
You may reveal your opponent's secret objective before placing your leader token.

Can I refresh a token that is not exhausted?
No
You can only refresh a token that is already on its exhausted side. In other words, you can go from exhausted to fresh, but never from fresh to exhausted with this action.

No
You may move one space (region) with a double move.

You may only move one token, one or two spaces (regions), with the double move action.

How do you move the Blockade Marker?
Leader and End Round
Even though the Region Tile specifies where to place the Blockade Marker, the marker can be moved during the round and will definitely move at the end of the round. Each player has a Leader Card which can be played to Mobilize Protest, which means the player may relocate the Blockade Marker to any other connection in the city.

Where can I place my Leader Tokens on the map board?
Anywhere
Since Leader Cards do not specify a region color or icon, you may place your Leader Token in any region after playing its matching Leader Card.

Can you stack unit tokens on the game board?
No
You can not stack unit tokens on the game board as current total strength within each region of the game board is considered to be open information.

Leader Cards
As a Leader Card is played, the matching Leader Token may be placed in any region of the game board.
Why are there two Trotsky tokens?
History
While you will never have both Trotsky tokens in play at the same time, each represents Trotsky at a different period of Russian history. The green token represents Trotsky before he sided with the Bolsheviks. If the green Trotsky token is still on the board when the red token is available, permanently replace the green token with the red one.
Where can I place my unit tokens?
In matching region
When playing the recruit action on a command card, you may place your unit token(s) into the region matching the card's region icon (color).

When playing a leader card, you may place the corresponding leader token in the colored region of your choice.

When does the Will of the People change sides?
Varies
The Will of the People can change sides in a couple of ways. It can change sides when the month advances on the calendar. (You hold onto the will of the people if you already have it AND advanced the calendar.) The will of the people can also change sides with the play of the leader cards with the Inspire the People action. Playing this card allows you to take the will of the people from the other player or simply continue to hold onto it.

To whom does the Will of the People go when the month advances?
Active player
The Will of the People goes to the player who just advanced the month, also known as the active player. In other words, if you have the Will of the People AND advance the month on your turn, you KEEP the Will of the People.

If the final score is tied, the player holding the Will of the People wins the game!

Does the blockade token block recruitment of units?
No
The blockade only blocks movement between two areas of the map board connected by the colored arrow. Units may still be recruited into an area that would otherwise be inaccessible via a move action.
How do I use the objective markers?
Mark scoring regions
During scoring, the first marker should be used to mark the Area of Unrest, while the second and third markers should be used to mark the region(s) of each player's secret objective. These markers serve as a useful reminder to exhaust the unit and neutral tokens in each area containing a marker. (Alternatively, some players place the 1st marker in the area of unrest at the beginning of each round. This serves as a useful visual reminder of the first area to be scored at the end of the round.)
In which month does the game begin?
March/April
The month marker begins the game on the March/April space of the calendar.
Do any or some of my unit tokens start on the board?
No
Players have the opportunity to add unit tokens to the board during each Action Phase using a card's Recruit Action.
How do I place the neutral unit tokens?
Randomly
In some random fashion, place one neutral unit token (fresh side up) into each region.
Who takes the first action each round?
Will of the People
The player with the Will of the People takes the first action. Since the red player begins the game with the Will of the People, the red player goes first on turn 1.

Can I look at my secret objective at any time?
Yes
Each player may look at their own secret objective at any time during the round.
What happens if the deck runs out of cards?
Shuffle Discards
Shuffle the cards in the discard pile to form a new deck, and continue drawing cards as normal.

No
Only exhaust tokens one time in each region scored, even if a region scored two or three times at the end of the round!

Losing player
The player with the least points reveals their Secret Objective first when scoring Secret Objectives. In the case of a tie for victory points (when the score marker is on the green space of the support track), the player who does not have the will of the people reveals their secret objective first.
How do I place Neutral Tokens during setup?

In some random fashion, place one neutral unit token (fresh side up) into each region.

What is my hand limit?
None
There is no hand limit in Dual Powers. Players will always add five new cards to their hand at the beginning of each round during the Draw Phase regardless of how many cards they already have.

Can the green and red Trotsky tokens be on the board at the same time?
No
If the neutral Trotsky token is still on the game board when the red Trotsky token is unlocked, immediately replace it with the red Trotsky token, retaining its fresh or exhausted state; the red player now controls Trotsky. If the neutral Trotsky token has already been removed from the game board when this event occurs, the red Trotsky token does not enter play; remove it from the game.

Can I assign a secret objective in the same region as the region of unrest?
Yes
Yes, you may assign a secret objective that matches the region of unrest. In doing so, you will either score twice for this region or not at all. It can be risky, but very rewarding!
