Reshuffle the Discards

If a card must be drawn but the Draw deck is empty, reshuffle the Discards (but not the Disaster slot) to form a new Draw deck. Leave the last card discarded in the Discard tray. This takes place at the time a new card is needed to be drawn, and not before.
