If a Defender is in an Outer Region when it is attacked, they may Defend it by losing 1. The attack is then canceled and the Threat does not increase in that Region, or in the Capital City if it is a Destroyed Region. When an Enemy Card attacks two Regions, to Defend both, a Defender would need to be in each Region. Note: You cannot Defend while in the Capital City.
