The game is played in rounds, and all players take simultaneous turns. Each round has four phases:

1) Handouts - players with less than 5 tokens receive Gold tokens from the bank until they have a total of 5 tokens in their purse.

2) Flaunt - all players reveal how many and which tokens they have for the current round.

3) Bid - all players secretly bid all their tokens on their bidding boards to influence different citizens. At most you can bid on 6 citizens each round and multiple tokens can be used on a single citizen.

4) Resolve - all players reveal all their bids and resolve each citizen one at a time. The player with the strongest bid receives the citizens benefit. Regardless of the who wins over which citizen, all used tokens are discarded back to the bank.

After all bids are resolved, check to see is if the game has ended. If not, a new round begins.
