1) Choose a Game level (easy, medium, or hard) and randomly select 1 Setup card of the chosen level. Place it face up in the center of the table. Put the remaining Setup cards back into the box.

2) Randomly pick a number of Statement cards of each difficulty level as shown on the Setup card and place them face up in a row below the Setup card. Make sure each Statement card is of a different category (Geography, Sports, Politics, etc.). If you get a category that has already been picked, return it to the box and pick a new one. Do not look at their backs. Put the remaining Statement cards back into the box.

3) Place the Special Statement cards shown on the Setup card face up in a row below the Statement cards. Put the remaining Special Statement cards back into the box.

4) Place 3 Debate cards above the Statement cards.

5) Shuffle all Country cards and deal each player 4 of them. This is your hand. The cards in your hand should be kept secret from the other players.

6) Draw 3 Country cards and place them face up next to the Debate cards. These are Open cards.

7) Place the remaining Country cards face down above the Open cards. This is the Country deck.
