When do I get a company certificate?
When a player places the first Floor cube of any color on the board, that player takes the matching Company Certificate and places it in front of them for all to see.

Yes.
Yes, according to the empty lot you place the building permit, you either shorten or lengthen the development requirement.

The 5 white spaces on the board are 5 development lots with white dirt. These lots may only have a total of 1 Floor cube.

Does the active player place a bid?
No.
All the other players except the active player (auctioneer) can place a bid.

Are Illegal Earnings hidden from other players?
Can I use Illegal Earnings to pay during bidding?
Can I stow away money when I am not the active player?
No.
Only the active player may stow away Illegal Earnings. The active player can do so only in the beginning of his turn.

If there are no more Rooftops or Floor cubes available and because of this, it is impossible to complete any more buildings, then the game ends.

How many floor cubes do we draw during setup?
24.
Randomly draw 24 out of the 36 available Floor cubes. The 12 remaining Floor cubes are not used in this game and are returned to the box.
