When do I get a company certificate?
When a player places the first Floor cube of any color on the board, that player takes the matching Company Certificate and places it in front of them for all to see.

Yes.
Yes, according to the empty lot you place the building permit, you either shorten or lengthen the development requirement.
What are the 5 white spaces on the board?
The 5 white spaces on the board are 5 development lots with white dirt. These lots may only have a total of 1 Floor cube.

The floor cube selected for auction must be eligible for placing.
During scoring, do incomplete buildings have any value/effect?
Yes.
Yes, all buildings (both incomplete and complete) in an incompleted row will score negative points.
