Can I play the Scissors or Trashbin to an empty row?
No
Can you play a "16 Restart" tile after "16 End" tile?
No. You can play END after RESTART, but not the other way around.
After playing the Trashbin or Scissors, can I continue playing on another row?
No
Can I play two purple tiles (scissor and trashbin) on my turn?
No
Only either Scissor or Trashbin on each turn.
Can scissors remove the 1-tile?
