Making Sets

At the start of the round, draw as many random sets of 4 balloons from the bag as there are players.

Arrange each set as a line of 4 balloons in the middle of the table leaving some room between each set.

(If the bag is emptied, return all balloons in the discard pile to the bag, and then continue drawing.)
