1. Shuffle the cards and deal 2 to each player, face-down. Players can look at their cards, then leave them face-down in front of them. They represent their 'influence'.

2. Place the remaining cards in the middle of the table to form the Court deck.

3. Each player takes two coins. (Exception: If there are only two players, the starting player receives only one coin, and the other player gets two.)
