You can do this only if there are no more decor tiles with two shields, by exchanging one (value 2) from your wall with two (value 1) from the supply.

For example, if the 1x1 tiles run out, you can exchange 3 adjacent 1x1 tiles for a single 3x1 tile returning the 1x1 tiles to the supply.

No, it must touch another painting. But you can give it to your assistant to hold for later.
