Then, draw until your hand has five influence cards.

If an effect ever instructs you to draw or discard cards, it is referring to influence cards unless otherwise stated.

You can have more than five influence cards in your hand if an effect instructs you to draw more cards outside of the start of round.

Don’t forget! Since you can take actions at any time, you are able to take actions in-between the Influence and Opposition steps.
