Fences are required to complete City Plans with estates of certain sizes, but they do not impact the completion of other non-estate City Plans.

A completed housing estate is a row of 1 to 6 neighboring houses, all numbered (no blank spaces between them) and built between two fences.

Can you copy the same house number several times using the Bis effect?
Yes
It is possible to use the "Bis" effect on the same house multiple times.

Can houses with the same number be separated with a fence?
No
When using the Bis effect, the new house must be adjacent, either on the left or on the right, to the house that bears the same number. Both houses must stay part of the same estate during the whole game; no fence can be built between them.

Who scores 7 points if there's a tie in the Temp column?
Every tied player
If at the end of the game, several players crossed the same number of boxes in the Temp column, every tied player gets the full points. For exemple: if Reiner and Uwe crossed off 7 boxes, Rob 6 and Benoit 5, Reiner and Uwe score 7 points each; Rob gets 4 points; and Benoit scores 1. A player who didn't cross off at least one box always scores 0.

When using a Temp Agency, a player can cross off a Temp box even if they don't apply any modification to the chosen house number.

Can the Temp Agency effect still be used if all the Temp boxes have already been crossed off?

A player can still use the Temp Agency to add or substract 1 or 2 to the chosen house number, even if there's no more Temp boxes to cross off on their score sheet. They're already guaranteed to gain 7 points from the Temp Agency at the end of the game.

No
House numbers in the same street must be ascending (from left to right), but houses can be left empty and numbered later in the game. You can also skip numbers between two adjacent houses.
What happens if I cannot place the chosen number in a house?
Cross off the top-most, lowest-numbered space of the Building Permit Refusal column. You cannot perform an effect this turn.

A City Plan presents a goal set by the City to its architects ; for instance building a certain number of housing estates with mandated sizes.

Only a player who completes a City Plan that has not been completed earlier can choose to reshuffle the 81 Construction cards and deal three new stacks.
When does the game end?
The game ends immediately when a player crosses their third Building Permit Refusal, or a player achieves all three City Plans, or a player has built all of the houses on their streets.

How do I win the game?
Score the most points at the end of the game by fulfilling City Plans, completing housing estates, building parks and pools, and hiring temps. Watch out for the "Bis" effect and Building Permit Refusals, which make you lose points.
